Welsh Labour Secures £60 Million for Additional Learning Needs in Budget Pact
The Welsh Government, led by Plaid Cymru, has finalised a budget agreement with Labour, including a crucial £60 million injection for additional learning needs (ALN) provision. This breakthrough resolves a summer-long impasse where the administration’s spending plans failed to secure passage.
The agreement outlines a £30 million allocation for ALN in the upcoming financial year, followed by another £30 million in the subsequent year. This funding is specifically earmarked to support local authorities in delivering improved services for children with complex learning requirements.
Beyond ALN, the deal also features a commitment to establishing a new fund, totalling £15 million, aimed at supporting youth services and combating poverty across Wales. Further provisions include £5 million for childcare, £2 million for cultural initiatives, and £1 million directed towards addressing period poverty.
This resolution averts potential political instability that arose from the initial failure to pass the budget, demonstrating a willingness among the parties to find common ground on critical public service funding.
