Angela Rayner Declines to Repay £16,876 Severance After Cabinet Reappointment

Angela Rayner has confirmed she will not reimburse the £16,876 severance payment she received upon her removal from government in September 2025. Her return to a cabinet position as Housing Secretary, merely months after her previous departure, brings the policy of severance payments for reappointed ministers under scrutiny.

A spokesperson for Ms Rayner indicated that the payment was made in accordance with the rules for ministers leaving office. They further clarified that no discussions regarding the repayment of these funds have occurred.

Ministers are entitled to a quarter of their annual ministerial salary as severance when they leave government. This applies provided they are under 65 and do not secure another ministerial post within three weeks. Ms Rayner's payment reflected a quarter of her £67,505 ministerial salary. After leaving her post as Shadow Secretary of State for Housing and Homelessness in September, she was subsequently reappointed to the same role in December, less than three months later.

Prime Minister Rishi Sunak recently faced a similar situation, receiving a £16,876 severance payment when he resigned as Chancellor in July 2025. He was then appointed Prime Minister in October, also declining to repay the funds. This practice, while compliant with existing regulations, frequently draws public and parliamentary criticism, highlighting the perceived fiscal inefficiency of such arrangements.
