Angela Rayner Rejects Rent Controls for England, Citing Renters’ Rights Act Impact

Shadow Housing Secretary Angela Rayner has ruled out the introduction of rent controls in England, stating that the Renters (Reform) Bill, currently progressing through Parliament, is demonstrating a significant impact on the housing sector.

Ms Rayner’s comments come amidst persistent calls from various housing advocacy groups and some within her own party for stricter regulation of rental prices to address affordability concerns across the country. However, the shadow minister maintained that the proposed legislation, which aims to abolish ‘no-fault’ evictions and strengthen tenants’ rights, represents the appropriate mechanism for market intervention.

Critics argue that without direct controls on rent increases, tenants remain vulnerable to exploitative practices, particularly in areas with high demand and limited housing supply. They point to the continuing upward trend in rental costs, which consistently outpaces wage growth, exacerbating the cost-of-living crisis for millions. The government’s stance, echoed by Ms Rayner, is that rent controls could deter investment in new rental properties, thereby worsening the housing shortage rather than alleviating it.
