
Cardiff Council Investigates Undelivered Postal Ballots Ahead of Thursday's Senedd Election
Cardiff Council has launched an urgent investigation into reports that numerous postal ballot papers have not reached voters ahead of Thursday’s Senedd election. The council confirmed replacement voting packs would be hand-delivered to remaining affected households today, with a smaller number reissued via priority mail.
Ian Cottrell, a Cardiff resident, expressed his profound disappointment after his postal vote failed to arrive before his scheduled departure abroad. Mr Cottrell, 52, stated this marks the first election he has been unable to vote in since 1992, attributing the failure to an “ineffective process” and a lack of communication from the council.
The Electoral Commission has advised affected voters to contact Cardiff Council, while simultaneously working to ascertain if other council areas have experienced similar delays. Cardiff Council noted it had issued nearly 47,000 postal vote packs, with over 26,500 already returned. They identified the issues as stemming from a supplementary print run for the Caerdydd Ffynnon Taf and Caerdydd Penarth constituencies.
Civica, the council's print provider, maintains that the relevant data was correctly received, and packs were printed and dispatched to Royal Mail. However, Royal Mail asserts that all items for the CF postcode area have been processed and delivered, with no outstanding ballot packs at their delivery offices. This divergence of accounts leaves the precise cause of the undelivered ballots unclear.
Political parties have voiced significant concerns. The Liberal Democrats highlighted that the “system has let them down,” while Plaid Cymru labelled the situation “extremely worrying.” Welsh Labour described the issue as “very concerning,” and the Welsh Conservatives noted the “failure to ensure that all the postal votes were delivered is deeply concerning.” Reform characterised the matter as “completely unacceptable,” stressing that voters should not be disenfranchised by such administrative failures.
