Edinburgh City Council Implements Mandatory Visitor Levy on Overnight Stays

Edinburgh City Council has enacted a mandatory Visitor Levy, making it the first city in Scotland to implement a tourist tax on overnight accommodation. The levy imposes a charge of £2 per person, per night, for stays in all types of accommodation, including hotels, self-catering properties, and short-term lets. The measure came into force on 1 October, following parliamentary approval earlier in the year.

Exemptions and Revenue Projections

Exemptions to the Visitor Levy include guests staying for more than seven consecutive nights, council-provided accommodation for homelessness, and stays in refuges. The council anticipates the charge will generate between £11 million and £14.7 million annually. This revenue is earmarked for funding local services and enhancing visitor infrastructure within the city, ostensibly to manage the impact of Edinburgh’s significant tourism volume.

Critics, particularly within the tourism sector, have raised concerns about the potential for the levy to deter visitors, especially in a competitive international market. However, council officials maintain that the additional revenue is crucial for maintaining the city’s appeal and infrastructure, which underpin its tourism industry. The implementation follows years of deliberation and legislative effort, placing Edinburgh alongside other European cities that have long levied similar charges on tourists.
