Philadelphia Man Terrorises Residents Near City Hall with Chucky Mask, Knife

A man donning a mask reminiscent of the horror character Chucky has reportedly terrorised at least six individuals near City Hall in Philadelphia last week, brandishing a knife during multiple encounters.

Victims recounted similar experiences: the man would emerge from an alleyway, pursue them, and in some instances, threaten them with the knife before retreating. One individual described the incidents as akin to a "twisted game." The man was consistently observed wearing a distinctive striped shirt along with the mask.
