Simon Levy Found Guilty of Double Murder, Rape After Police Monitoring Failure

Simon Levy, a known serial sex offender, has been convicted of the murders of two women and several rapes. Levy, 35, committed the offences while under the monitoring of the Metropolitan Police and probation services, operating under a Multi-Agency Public Protection Arrangement (MAPPA).

The court heard that Levy was also subject to a Sexual Harm Prevention Order, which imposed restrictions on his internet usage and interactions with women. These measures, however, proved insufficient to prevent his violent crimes.

Police discovered the bodies of two women in Levy's Enfield flat in July 2023. Further investigation linked him to a series of rapes stretching back several years. Levy's history includes convictions for sexual assault and rape dating from 2007 and 2011.

This case raises critical questions regarding the efficacy of current offender management protocols and the oversight mechanisms intended to protect the public from individuals deemed high-risk. The Metropolitan Police stated that a review of their handling of Levy's case is underway, with the Independent Office for Police Conduct (IOPC) also notified.
