Westminster Council’s Vertical Drinking Ban Plan Faces Opposition From Hospitality Sector

Westminster City Council faces considerable criticism over proposed updates to its Statement of Licensing Policy, particularly a clause prohibiting 'vertical drinking' in all new licensed premises. This policy, which effectively bans customers from standing while consuming alcoholic beverages, has been labelled 'unworkable' by industry bodies.

Hospitality venues, including nightclubs and bars, argue the measure would fundamentally alter the nature of their businesses and severely impact the night-time economy. The Licensed Trade Charity described the proposal as 'draconian' and questioned its practical implementation, noting the difficulty of enforcement in crowded venues.

Critics further contend that the policy lacks clarity on how it would apply to existing establishments or to those seeking to extend their operating hours. The council asserts the policy aims to manage noise and congestion in Westminster, an area with a high concentration of licensed premises. However, opponents maintain the proposed solution is disproportionate and will stifle business growth rather than address genuine concerns effectively.

The consultation period for the updated policy concludes on 12 June, with significant input expected from a sector already grappling with economic challenges.
