Simon Levy: Serial Offender Raped, Murdered Women After Police Failures

A woman subjected to a violent assault by double murderer Simon Levy recounted her trauma, stating that her “nightmare became real life” when police failures permitted him to attack again. Levy, a convicted serial sex offender, went on to murder two women and rape another due to what have been described as disastrous decisions by authorities.

Levy's violent spree included the murders of Carole Clark in 1998 and Anne Lee in 2005. He also raped a third woman in 2003, who had previously reported him to the police for an assault in 1997. The catastrophic failures in managing Levy’s case allowed him to evade justice and continue his pattern of extreme violence against women.

A recent review has highlighted numerous missteps by both police and probation services. These systemic failures meant Levy, despite a history of violent offences, was not adequately monitored or apprehended following initial complaints. The consequence was a series of preventable atrocities that underscore critical deficiencies in offender management and public protection protocols.
