The imperative to secure critical technological assets has gained significant traction following observations from the Ukraine conflict, where above-ground infrastructure has proven vulnerable to attack. This has catalysed a re-evaluation of subterranean construction for data centres and essential communication hubs.
For decades, nations have utilised underground spaces for military command centres and secure bunkers. However, the current geopolitical climate, particularly the sustained assault on Ukrainian infrastructure, demonstrates the broader susceptibility of civilian-critical systems. This reality is compelling both state and private entities to consider the practicalities and costs associated with burying their most sensitive operations.
Advocates for underground facilities cite enhanced physical security against conventional and cyber threats, alongside environmental stability, as key benefits. Such locations offer inherent protection from electromagnetic pulse (EMP) attacks and direct missile strikes. However, the substantial initial investment, complex engineering challenges, and logistical difficulties in maintenance and expansion represent considerable hurdles.
