
White House Claims Chinese Firms Exploit US AI Technology via "Distillation" Campaigns
The White House has announced it will collaborate more closely with US artificial intelligence (AI) firms to counter alleged "industrial-scale campaigns" by foreign actors, primarily from China, to acquire advanced AI technology. Michael Kratsios, Director of Science and Technology Policy, stated in an internal memorandum that new information indicates these foreign entities are exploiting American firms by "distilling" their AI models.
Allegations of Systematically Undermining US Research
Kratsios’s memo contends that these efforts aim to "systematically undermine American research and development and access proprietary information." The alleged "distillation" process involves foreign firms operating thousands of individual accounts to mimic normal users of AI chatbots or tools. These accounts then reportedly engage in coordinated attempts to "jailbreak" or expose confidential information about AI models, which is then used to build and train their own AI systems.
In response, the White House intends to implement measures to prevent and halt this "malicious exploitation." However, the memo did not detail specific plans for actions against the foreign entities implicated.
China Rejects Accusations, Cites Domestic Innovation
A representative from China's US embassy in Washington DC rejected the allegations, criticising what it termed "the unjustified suppression of Chinese companies by the US." The representative asserted that "China is not only the world's factory but is also becoming the world's innovation lab," and that "China's development is the result of its own dedication and effort as well as international cooperation that delivers mutual benefits."
Kratsios warned that foreign entities constructing AI capabilities on such "fragile foundations" through distillation should have "little confidence in the integrity and reliability of the models they produce," particularly as detection methods become more sophisticated.
