
Overseas Voters Relocating to UK Face £100,000 Annual Donation Limit
New rules being introduced by the UK Government will impose a £100,000 annual cap on political donations made by individuals who have recently moved to the country but are registered as overseas electors. This restriction will apply for the first 12 months following their relocation to the UK.
The change is a direct consequence of recommendations put forth by the independent Committee on Standards in Public Life (CSPL) in its 2023 report on political finance. The CSPL's review highlighted concerns regarding the potential for undue influence and the integrity of political funding, particularly from sources with limited long-term ties to the domestic electorate.
Under current regulations, British citizens residing abroad are permitted to register as overseas electors for up to 15 years after leaving the UK. Upon returning, they immediately regain their full rights as domestic electors, including the ability to donate to political parties without specific caps beyond standard transparency thresholds. The forthcoming cap aims to introduce a temporary safeguard during this transitional period.
While the government has accepted this recommendation, other proposals from the CSPL, such as lowering the general donation reporting threshold from £7,500 to £1,500, have not been adopted. Official statements indicate a focus on targeted reforms to enhance transparency and public confidence in political donations.
