
Russia Accuses Ukraine of Drone Attack on Starobilsk College, Vows Retaliation
A five-storey building in Starobilsk, a town in Russian-occupied Luhansk, was reduced to rubble early on Friday, leading to a swift and aggressive response from Moscow. The building, identified as the “Starobilsk Professional College,” was allegedly struck by a Ukrainian drone, an accusation Kyiv denies, stating it targeted a Russian military unit in the vicinity.
Russian President Vladimir Putin labelled the incident a “terrorist strike,” asserting there were “no military facilities, intelligence service facilities or related services in the vicinity.” Official figures from Moscow report 21 fatalities and 42 injuries, with state television broadcasting images of survivors, including 21-year-old Olga Kovaleva, and a list of deceased students.
International Response and Retaliation Threats
Russia convened an emergency session of the United Nations Security Council, with Ambassador Vasily Nebenyza calling the incident a “war crime” under international humanitarian law. This was met with scepticism by Denmark's representative, who stated that similar logic would necessitate twice-daily Security Council meetings to address Russian actions across Ukraine.
Following the attack, Putin ordered Russia's defence ministry to propose a retaliatory response. Pro-Kremlin commentators, such as Sergey Karaganov of the Council on Foreign and Defence Policy, have publicly called for retribution extending beyond Ukraine, suggesting “symbolic [strikes] to start with” against European targets, followed by “less symbolic ones.”
Search and rescue operations at the college site concluded late on Saturday, as the Kremlin weighs its options for reprisal.
