Sir Andrew Dilnot Warns New NHS-Style Social Care System Requires Decades
Sir Andrew Dilnot, whose 2011 proposals aimed to overhaul social care funding, has cautioned that creating an NHS-style care system in England would necessitate a multi-decade timeline. He emphasised the “very substantial” cost implications of such a fundamental restructuring.
His original recommendations, which included a cap on personal care costs to prevent individuals from exhausting their savings, were only partially implemented. The current government has since delayed these reforms until at least October 2025.
The ambition to develop a social care system mirroring the NHS’s universal, free-at-the-point-of-use model faces immense challenges. Such a system would require significant and sustained investment to address the existing underfunding and fragmentation within the sector. Experts suggest that the political will and financial commitment required for such a generational project remain elusive, with successive governments struggling to deliver lasting solutions to England's social care crisis.
