
Solicitor General Refers Vickrum Digwa's 21-Year Murder Sentence to Court of Appeal
Vickrum Digwa, aged 23, who received a life sentence with a minimum term of 21 years for the murder of Henry Nowak, has had his sentence referred to the Court of Appeal. The Solicitor General initiated the referral under the Unduly Lenient Sentence (ULS) scheme, which allows the Attorney General's Office to challenge sentences considered too lenient for certain serious offences.
Judge William Mousley KC imposed the original sentence on Digwa at Southampton Crown Court on 1 June. The ULS scheme functions as a mechanism for the public to raise concerns about specific sentences, which are then reviewed by the Law Officers. A successful referral to the Court of Appeal could result in Digwa's minimum term being increased, reflecting a more severe judgment on the severity of the crime.
