South East Water Appoints Former Thames Water Executive John Halsall as New Chief
South East Water (SEW) has announced John Halsall as its new chief executive designate, pending regulatory approval. This appointment follows the resignation of David Hinton, the previous chief, amidst extensive criticism of the water company's performance.
Halsall brings experience from Thames Water, South West Water, and Network Rail. His immediate stated priorities include "responding to customers' immediate concerns" and delivering short-term improvements to service.
The company, which has been under scrutiny for repeated water supply failures in Kent and Sussex, also outlined a long-term investment programme. Halsall intends to oversee SEW's largest ever investment, totalling £2.1 billion, aimed at enhancing "reliability and resilience" across its infrastructure.
SEW customers in Kent and Sussex experienced widespread disruptions, with tens of thousands losing water supply or facing low pressure in November, December, January, and May. The regulator, Ofwat, recently proposed a £22 million fine against the firm for issues affecting 286,000 individuals between 2020 and 2023.
Hinton, Halsall's predecessor, earned £400,000 and received a £115,000 bonus last year. He is set to depart after a handover period. SEW's annual report indicates the company carries £1.3 billion in debt, and average yearly bills for its customers increased by 7% from April, now standing at £324.
