Fiscal Realities and Tax Constraints
Burnham has indicated adherence to the economic rules set by Chancellor Rachel Reeves, signalling a commitment to avoid significant increases in national borrowing. He has also aligned with Labour's pledge against raising main rates of income tax, VAT, or National Insurance. The Institute for Fiscal Studies (IFS) cautions that such constraints would provide "very limited scope to increase spending on a particular area without cutting back spending elsewhere or raising taxes."
