Care Company Fined £40,000 for Operating Three Unregistered Children's Homes

Keys Group, a prominent provider of specialist care and education for children and young people, has been ordered to pay a £40,000 fine for operating three unregistered children's homes. The company admitted guilt to three charges of failing to register the facilities, a prosecution initiated by Ofsted, the children's services regulator.

This case represents the first time a company has faced prosecution for failing to register a children's home. The three unregistered properties, located in Merseyside and County Durham, were found to be housing children in breach of regulations.

Ofsted’s chief inspector, Sir Martyn Oliver, stated that the fine serves as a clear warning to other providers. He emphasised the critical importance of registration to ensure the safety and well-being of vulnerable children, highlighting that unregistered homes operate without scrutiny, potentially endangering those in their care.

The Keys Group stated it took its regulatory obligations seriously and had cooperated fully with Ofsted's investigation. They attributed the failure to register to an administrative oversight and confirmed that the three homes are now either closed or fully registered.
