A Russian commercial vessel, the Lady R, was observed delivering a consignment of armoured personnel carriers and other military vehicles to Mali, navigating through the English Channel en route to the West African nation. Satellite imagery from 22 December 2022 confirmed the ship's presence at the port of Lomé, Togo, where it remained for several days. Subsequent analysis indicated the cargo was offloaded and transported overland to Mali, a country increasingly reliant on Russian military support following the departure of French and other European forces.
This delivery underscores the persistent challenge to Western sanctions aimed at isolating Moscow. The Lady R, despite its Russian registration, appears to have operated unimpeded through international waters, facilitating the transfer of materiel to a client state in Africa.
