
Sir Philip Barton Details Downing Street Shut Out Over Lord Mandelson US Ambassador Appointment
Former senior official Sir Philip Barton testified before the Foreign Affairs Committee, stating he had no formal channel to voice his apprehension over Lord Mandelson's appointment as the UK ambassador to the US in December 2024. Sir Barton, then the Foreign Office's top civil servant, explained he was not consulted by Downing Street before the decision to appoint Lord Mandelson was made.
Sir Philip described Lord Mandelson's links to the late convicted sex offender, Jeffrey Epstein, as a "potentially difficult issue" and expressed worry it "could become a problem in future." He recounted being "presented with a decision" by Prime Minister Sir Keir Starmer and instructed "to get on with it," indicating a lack of opportunity to table his concerns.
During his tenure as permanent under-secretary at the Foreign, Commonwealth & Development Affairs (FCDO) from September 2020 to January 2025, Sir Philip observed the vetting process for Lord Mandelson. He confirmed he was informed of the appointment on 15 December 2024, days before the public announcement, and was told "a due diligence process had been carried out and ... the prime minister had been made aware of the risks and accepted those risks and decided to proceed."
While Sir Philip refrained from describing Downing Street's vetting attitude as "dismissive," a term used by his successor, Sir Olly Robbins, he characterised it as "uninterested." He noted considerable time pressure to finalise the process before Donald Trump's inauguration as US president in January 2025, driven by the Prime Minister's stated preference for Lord Mandelson in the role. Lord Mandelson was subsequently removed from the ambassadorial post in September 2025 following further disclosures regarding his association with Epstein.
