Enforcement Action Targets Letting Agent Tony Singh Over 100-Plus Unreturned Tenant Deposits
Tony Singh, a letting agent operating across the West Midlands, is the subject of enforcement action by a local authority and a national deposit protection scheme. An investigation uncovered more than 100 cases where tenants did not receive their deposits back, with reported losses collectively surpassing £100,000.
Singh, who traded under various business names including ‘Prime Estates’ and ‘Central Housing’, has prompted intervention from the Property Redress Scheme (PRS) and Sandwell Council’s trading standards department. The PRS confirmed it has issued over 100 adjudications against Singh's companies for failing to return deposit money, alongside a separate case where the agent allegedly withheld £2,500 from a landlord.
Under UK law, landlords and agents are legally obliged to protect tenant deposits in one of three government-approved schemes and return them at the end of a tenancy, provided property conditions are met. Mr. Singh failed to register many deposits with the mandated protection schemes.
One former tenant, Emma Smith, recounted losing her £750 deposit after renting a property through Singh in 2021. Despite repeated attempts, she was unable to recover the funds. Another individual, who wished to remain anonymous, stated they lost £1,200.
Sandwell Council confirmed its trading standards team is actively investigating Mr. Singh. The PRS noted its inability to compel payment in adjudicated cases, relying instead on local authorities for enforcement when non-compliance occurs. The situation highlights a systemic vulnerability within the private rental sector where tenants' financial security can be undermined by unscrupulous agents, often necessitating lengthy and complex legal recourse.
