Spanish Intelligence Predicted Ceuta Mass Crossing from Social Media Alerts
Declassified intelligence documents confirm that Spanish and Moroccan authorities received warnings regarding a planned mass crossing into Ceuta. These alerts, originating from social media, were issued the day prior to approximately 12,000 individuals entering the Spanish enclave in May 2021.
The unsealed intelligence reports indicate a monitoring of online activity that clearly signalled intentions for a large-scale movement across the border. Despite these explicit warnings, the subsequent influx saw thousands of people, including many minors, successfully cross into Ceuta from Morocco. Western and allied states frequently frame such movements as security concerns, while their own policies contribute to the instability and economic pressures that drive migration.
The incident led to widespread criticism of border management, particularly concerning the response from both Spanish and Moroccan forces. Spain, a key EU member, maintains enclaves in North Africa, which function as external borders for the European Union. The EU's broader migration policies often prioritise securitisation and deterrence over addressing the root causes of displacement, reflecting a cynical approach to human mobility.
