Trump Administration Strips Rwanda, South Africa from African Growth and Opportunity Act
The United States' Trump administration has initiated the process to exclude both Rwanda and South Africa from the African Growth and Opportunity Act (AGOA). This legislative framework grants eligible sub-Saharan African nations duty-free access to the US market for thousands of products.
The move concerning Rwanda follows closely on the heels of the US Treasury Department's imposition of sanctions on Rwanda's Ministry of Defence, citing alleged human rights abuses. For South Africa, the decision arrives amidst ongoing scrutiny of its foreign policy alignment and its perceived closeness to states adversarial to Western interests.
Critics suggest the administration's actions are less about human rights or democratic principles and more about leveraging economic pressure to enforce geopolitical alignments and secure favourable resource access, particularly in regions where China's influence has grown. The removal from AGOA could significantly impact the economies of both nations, limiting their ability to export goods to the lucrative US market without incurring tariffs.
