
Former PC Barred for Racist and Misogynistic Messages with Sex Offender
Former PC Jordan Foulkes, previously serving with Thames Valley Police in Bicester, Oxfordshire, has been prohibited from future employment in policing following a finding of gross misconduct. A panel determined that Mr Foulkes shared "highly offensive" racist, sexist, and misogynistic messages between October 2023 and January 2024 within a group chat.
Misleading the Force and Association with Sex Offender
Crucially, the misconduct hearing established that Mr Foulkes deliberately misled the force regarding his awareness of a man in the chat who was a convicted sex offender. This individual had been found guilty in 2023 of making indecent images of children and was on the sex offenders register. Evidence from the sex offender's seized phone contradicted Mr Foulkes's claims that he only became aware of the offending in October 2024; investigators found references within the group chat dating back to October 2023, indicating prior knowledge.
The panel concluded that Mr Foulkes's conduct demonstrated a deliberate act of dishonesty, incompatible with the expected standards of a police officer. He was found to have breached professional standards, including honesty and integrity, equality and diversity, and discreditable conduct. Although he resigned in February, the panel ruled he would have been dismissed. He will now be placed on the national barred list, preventing any future role in policing across the UK.
